At the meeting, Fan Shujian pointed out: The implementation of the construction of the National Manufacturing Innovation Center is an important measure taken to address the two shortcomings of the poor transfer of achievements and the lack of common technologies in my country's manufacturing innovation system. The construction of the innovation center must fully converge the power of the industry, integrate industry innovation resources, and form an innovation platform that can represent the highest level in the field; focus on common technology research and development, aim at the 4-7 level of technological maturity, and focus on solving the industry’s key materials, Difficulties in process and equipment span the "valley of death" from laboratory to engineering and industrialization; it is necessary to reflect the role of supporting the development of the industry, clarify the goal of technology transfer and incubation, and quickly introduce innovative results into production and the market. Form the ability to radiate and drive industrial development; build a market-oriented operating mechanism to ensure efficient operation of the innovation center, self-made blood, and sustainable development.

After inquiries and discussions, the expert group believed that the "National Rare Earth Functional Materials Innovation Center Creation Plan" met the requirements for establishing a national rare earth functional materials innovation center, and unanimously agreed to pass the demonstration.
